It is the document a company uses to organize training and skills development for its staff: which courses each role receives, when, with whom and how they are certified. Article 153-A of Mexico's Federal Labor Law requires employers to train; the plan and programs organize it with the joint committee, DC formats and evidence for the STPS.
Each step leaves a document that becomes part of your STPS evidence.
Identify needs
We start from a training needs assessment by role, or from the one you already have. That way the plan answers real safety, operations and skills gaps, not a course list inherited from previous years.

Build the plan with the joint committee
We set up or update the joint committee, draft its minutes and build the plan and programs with it: objectives, courses, format, duration, instructors, calendar and budget, in the format the STPS recognizes.

Deliver, certify and register
We deliver courses on the platform or in person, issue DC-3 certificates to those who pass, generate the certificate lists and register them in SIRCE. Everything is kept in a file per worker and per course.

In general terms, Article 153-A of Mexico's Federal Labor Law establishes that employers must provide training and skills development to their workers under plans and programs agreed with them. Larger companies also set up a joint training, skills and productivity committee that oversees its application. Certified training is backed by DC-3 certificates and certificate lists registered with the STPS. We help you identify what applies to you based on your headcount; this is general guidance and does not replace advice from your labor attorney. We also flag what changes if your headcount grows during the year.
It starts with a training needs assessment that shows what each role is missing. With that we define the programs: mandatory safety and hygiene courses, technical training for the role, skills for managers and development for promotions. Each course has an objective, duration, format, instructor or training provider, date and budget. The result is an annual calendar the joint committee approves and HR can follow month by month, with courses from the Geedle catalog or your own. If headcount changes or a new regulation appears, the plan is updated without starting from scratch.
They are the formats the STPS has used to document training. In general terms: those related to the joint committee and to the plan and programs (DC-1 and DC-2, when they apply to you), the certificate of labor competencies or skills each worker receives (DC-3) and the certificate list the company reports (DC-4). Criteria and filing methods can change, so we work with the current version and tell you which ones apply to your company, without this being legal advice. We fill them in with data from the plan and the platform, so nobody types the same information twice.
